Departmental Overview In 2017, Student Information Systems (SIS) was established to oversee the operations of the software solution installed during 2016 to replace the university's constellation of disparate student systems. The department is part of Information Systems and Technology in the Administration division.
The objective of the SIS department is to operationalize a continuous cycle of technical improvement and feature enhancements in the new PeopleSoft Campus Solutions system and its associated applications implemented as part of the Student Information Systems Project. These applications support processes in admissions, enrollment, registration, financial aid, student accounts, advising, and a student portal. To ensure the success of these mission-critical systems, the new department will be staffed with a blend of technical and functional experts who will test and implement new features, respond to campus needs, and keep all systems running optimally throughout the academic cycle.
The Applications Programming Manager position leads staff in work that involves: writing programs in a computer language, designing related databases, web interfaces and content, or multimedia processes. Designs, develops, modifies, tests and evaluates and maintains computer programs. Work includes test-to-production processes, quality assurance, maintenance and documentation of applications. Includes web applications programming.
Responsibilities Technical Team Management
Selects, onboards, develops, coaches and evaluates 10-15 Applications Programmers to ensure the efficient operation of the technical team.
Provides direction to employees following established campus policies and management guidance.
Administers campus policies that directly affect subordinate employees and their assignments.
Manages and delegates applications programming assignments.
Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.
Manages, through subordinate leads, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees.
Plans, conducts, and coordinates the successful delivery and maintenance of software applications with a team of 10-15 FTE.
Manages feasibility studies for interfaces, modifications, enhancements and bug fixes to a suite of applications including PeopleSoft Campus Solutions.
Oversees system development cost estimates, budgets, and schedules. Prepares and presents project proposals to management and user departments. Serves as top consultant to management. Works independently developing the most advanced concepts and strategies.
Establishes programming standards and program documentation requirements and ensures compliance through Design Reviews and Code Reviews.
Reviews current status of system applications; and prioritizes and prepares recommendations for systems improvements.
Monitors design processes and prepares reports on system projects.
Sets technical direction; plans, provides technical deliverables and manages project schedules and scope. Manages and coordinates release planning and knowledge transfer for sustaining support services.
Determines technical strategy and scope; partners with business system analysts and user experience designers; develops realistic estimates and proposals for IT services.
Balances the long-term (or *big picture*) and short-term implications of individual technical decisions; has expert understanding of the broader impact of work efforts across architectural system components, critical business processes and applications.

Demonstrated track record of managing all aspects of the software and service development activities and processes.
Ability to manage and coordinate day-to-day activities and work closely with various stakeholders to ensure issues are addressed in a timely fashion and in accordance with project team expectations.
Ability to understand, write, review and recommend coding in Oracle's PeopleSoft technology.
Demonstrated track record of managing and leading high-performance teams toward the successful attainment of challenging goals.
