The University of California, Berkeley, one of the world's most respected teaching and research institutions, invites nominations and applications for the newly created position of Executive Director (ED) of Enterprise Systems & Associate Chief Information Officer. The ED will develop organizational policies and priorities, will oversee their implementation, and will provide advice, guidance, and assistance to the Associate Vice Chancellor for IT and CIO (AVC-IT & CIO) as well as other key campus leaders. The position reports directly to the AVC-IT & CIO.
UC Berkeley’s Information Services and Technology (IST) division is a strategic campus partner, supporting the teaching, research, and public service goals of faculty, students, and staff. IST develops and delivers financially sustainable technology solutions and services for the campus common good. The Office of the Chief Information Officer (OCIO) includes nine departments and functions that directly report to the AVC-IT & CIO. These reporting units include more than 330 staff and 30 student employees. The AVC-CIO directly manages an operating budget of approximately $55 million which includes about $35 million of recharge revenue, and $1-2 million in grants and contracts. The Executive Director of Enterprise Systems provides support for mission-critical enterprise applications utilized to operate the University. The Executive Director will take up and integrate several application-specific teams that have reported within different areas of IST in order to create a more streamlined management structure and more synergy among related staff. Ultimately the Enterprise Systems team will support the University’s student information system, its general ledger, and other financial systems as well as applications that enable Berkeley’s $ 700M+ sponsored research enterprise to succeed, plus some other non-ERP applications. The Berkeley Financial System (BFS) and Student Information Systems (SIS) are PeopleSoft. As of March 2019, Berkeley – like the other campuses in the University of California system – will manage HR and payroll activities on a UC-wide PeopleSoft platform known as UC Path.
Berkeley’s Student Information System (SIS), within the Enterprise Systems group, is the initial focus of the Executive Director’s work. A project began in summer of 2014 and concluded in June 2017 to implement PeopleSoft Campus Solutions, replacing 20+ custom developed legacy systems. SIS was established as an operational department after project implementation, and in June 2018, a SIS Phase 2 project was approved to make further improvements. The Executive Director will work with the AVC-IT & CIO and other members of SIS Executive Steering Committee to manage the scope, budget, priorities, and implementation of the many campus requests. The Executive Director will also work with the Academic Senate’s SIS Advisory Committee and other governance groups to secure and align input on campus needs and concerns. The Executive Director will manage an operating budget of $11.6M and a staff of approximately 7 directors and managers, and the SIS Phase 2 project budget which is ~$12M over 3 years.
Within the first year, the Executive Director will also assume oversight for the PeopleSoft Financials implementation (BFS) including the General Ledger, Accounts Payable, Purchasing, and Contract/Grants in addition to a number of smaller enterprise systems used by the campus (time reporting, travel and entertainment, etc.). In that capacity s/he will work closely with other campus stakeholders, including the Chief Financial Officer, the Controller, the Assistant Vice Chancellor for Human Resources (Chief HR Officer), and others to articulate strategies and roadmaps for these services. This additional portfolio, with a budget of ~$9M, will bring the Executive Director’s total operating budget to approximately $20M.
The ideal candidate for this position will have a proven track record of leveraging the expertise of functional stakeholders, ideally at both leadership and technical/operational levels. He/she will showcase the knowledge and willingness to continually stay on top of the latest industry products and technologies and to create an inspiring team environment with an inclusive, open, engaged, and communicative culture. S/he will also bring an understanding of current best practices in data management, analysis, and reporting that encompasses both technical and business considerations. Candidates must possess a Bachelor’s degree and/or equivalent experience/training. An advanced degree is preferred but not required. A significant number of years of experience in managing IT teams and/or projects and budgets at a senior level is necessary, as well as substantial experiences managing ERP projects and/or operations. Expertise in PeopleSoft ERP preferred.
