The Solutions Engineer will lead a high-quality team of business analysts, developers, trainers, and operational personnel in the analysis of business processes and the development of business solutions. Manage the day-to-day operations of their direct reports, including recruitment, evaluation/appraisals, training and mentoring, motivation, teamwork, and consistent support of staff development.

Facilitates training by assigning appropriate tasks. Delegate’s responsibility to less experienced staff to enhance their professional development, encouraging them to grow and to accept more challenging duties. Creates opportunities to leverage senior personnel by appropriate delegation of responsibilities. • Utilizes technical/application skills within functional/project area and with stakeholders to critically identify and communicate opportunities for business process optimization. Leads efforts to analyze requirements against industry best practices in order to design and implement enterprise-level solutions that meet business needs and align with WVU’s strategic and technical vision. • Leads workshops. Develops use case surveys, business process descriptions, and task analysis to evaluate the information gathered for responsible project. Critically evaluates information to obtain a general understanding and distinguish user desires from underlying true needs and process optimization to align with project strategy and functionality/usability/performance tradeoffs. • Participates in initial project assessments, plans, and estimates. Utilizes standards in the delivery of plans, designs, program modification, testing, and installation of project work. Recommends design/system alternatives or approaches to WVU’s systems requirements. • Identifies areas of WVU application and technical weakness and recommends alternatives and solutions through critical analysis and expert knowledge of the institution’s business processes. Recognizes all possible solutions to a business problem and selects the most appropriate solution. Challenges current business practices and proposes solutions to ensure selecting the best alternative. Can make and implement tough decisions. • Coordinates efforts to identify and achieve business objectives by defining measurable metrics for both strategic and tactical goals. • Shares knowledge and ideas with technical and functional staff to accomplish project deliverables. • Performs quality review of others’ work. Provides written and oral feedback to the Director of Application Services regarding team’s performance. • Communicates information clearly, accurately, and timely to project team members. Puts forth the effort necessary to complete project successfully. • Maintains expert knowledge of best practices and processes within private settings, the institution, and the Higher Education industry. • Invests time and effort to learn changing technology and application landscape.
Project Management • Follows established methodology to complete project deliverables on all assigned tasks within established deadlines, including all required documentation such as design documentation, technical specifications, and test plans. Manages all assigned resources (internal and external) to accomplish defined deliverables and objectives. Understands and adheres to established project management policies and procedures, including meeting project work plans, status reports, and documentation. • Works with ITS Project Managers to establish realistic and attainable project scope, structure, and work plans, and to identify and mitigate concerns, conflicts, and risks that could impede project implementation milestones. • Understands and communicates expectations to all members of the project team. Establishes positive, professional relationship with staff. Establishes proper communication channels with project and team personnel and responds appropriately to all concerns. • Participates in regular team meetings to promote project progress, provides management with ongoing progress reports, and notifies the Director of Application Services if project is failing to meet work plan objectives. • Performs multiple project tasks to achieve positive project quality and satisfaction. Anticipates and identifies project issues and works with BA team and Functional Users to resolve them. Provides management and technical expertise toward meeting cooperate initiatives and project deliverables. • Maintains high overall score in ensuring that WVU meets its goals and deadlines for large IT projects and initiatives. • Manages vendors and contracting resources on projects. • Can lead multiple initiatives and projects concurrently.

Technical Skills: The requirements listed below are representative of the knowledge, skill, and/or ability required in the technical area: • Technical expertise of Oracle Applications including Oracle Forms, Workflow, BI Publisher, and ADF/OAF frameworks (E-Business Suite 12.1.2 or later). • Advanced PL/SQL and SQL development. • Proven experience in application development using relational Oracle Database. • Logical and physical database design and modeling. • Ability to quickly learn and adjust to changing technical environments. • Provide leadership in emerging technology, defining how to incorporate new tools and technical foundations into application development. • Expert working knowledge of Excel, Powerpoint, Word, and Visio programs. • Broad knowledge of best practices within the institution, the Higher Education industry and in private environments. • Broad knowledge of business application development methodologies
6 or more years:
• Information technology experience with supporting enterprise business applications. • Hands technical and management oversight of the technology and tools comprising the Oracle E-Business suite; PL/SQL, Oracle Forms, Workflow, BI Publisher, and ADF/OAF frameworks.
3 or more years: • Experience providing technical leadership and strategy to technical, functional and business teams in the design, development, and deployment of enterprise business solutions. • Supervision and hands on mentoring of functional, technical and analytic professionals.
