About the Position: Reporting to the President, the Vice President for Institutional Effectiveness, Accreditation and Research, provides leadership and guidance in the areas of institutional research, effectiveness, accountability, accreditation, information management, data reporting, and assessment that includes, but is not limited to district, program and unit-level IE measures. Through collaboration and communication with key campus constituents, this Vice President is responsible for research projects, campus assessment initiatives, analysis and reporting of institutional assessment data, generation of internal and external reports, and monitoring campus accountability and assessment measures including state-determined performance metrics. The VPIE also provides assistance in the development of the College's strategic plan/annual strategic plan updates, annual assessment plans, reviews of annual assessment/performance indicators, recommendations of budget priorities based on assessment/performance results, preparation for SACS reaffirmation reviews, and in the evaluation of campus planning and assessment processes.
This position's direct reports assist campus leadership in the identification of issues, analysis of trends, and the understanding of outcomes (i.e., turning data into information for the college community), as well as contributing to the strategic planning, evaluation, and development of institutional policy. Inherent in these responsibilities is the expectation of working collaboratively with key campus administrators to ensure access to accurate data for the timely submission of all required federal and state reports, including, but not limited to Title IX and IPEDS. The Vice President serves as chair of the college's primary assessment committee and as a resource for the Institutional Effectiveness Council and the Planning and Budget Council.
Provides vision, leadership, coordination, accountability and advocacy for institutional assessment efforts including, but not limited to, outcomes assessment measures and other college data analysis.
Assists in the development of institutional strategic plan, its implementation, and in the assessment of the achievement of institutional goals.
Develops and coordinates college-wide systems of academic and service area program reviews, provides orientation and support to departments in designing program reviews, and delivers monitoring reports to administrators in order to make recommendations for institutional improvements.
Assists in the development and assessment of departmental goals and implements appropriate changes in departmental functioning for the continuous improvement of the department.
Coordinates institutional research efforts as an aspect of learning outcomes assessment.
Serves as an administrative staff resource for college wide assessment efforts in curriculum development and student learning outcomes. Assists in the preparation of College reports for federal, state, and accrediting agencies.
Works with appropriate College personnel in administering data collection efforts, compiling research results, and analyzing various faculty, alumni and/or student surveys.
Coordinates data collection for and completion of standard and ad hoc state and federal reports including the Integrated Postsecondary Education Data System (IPEDS).
Interprets assessment findings and prepares an annual assessment report to summarize such findings, with particular emphasis on the quality of the assessment efforts and findings that influence institutional decision-making and policy development.
Supports the college's organizational effectiveness and institutional/program-specific regional accreditation activities. Assists programs in completing regional and specialized accreditation reports. Compiles information on the status of program accreditations and site visit dates.
Provides leadership in the development of appropriate data systems to support institutional planning and policy-making procedures and maintain databases necessary for making forecasts, planning and evaluating institutional growth, effectiveness and long-range planning.
Coordinates the preparation of reports and executive summaries that articulate, synthesize, and summarize the outcomes of planning processes, assessment results, research findings, projections and recommendations.
Initiates, coordinates and maintains accountability for the assessment of program level student learning outcomes.
Coordinates faculty and staff development activities related to the assessment of program learning outcomes. Plans and conducts workshops and other faculty development programs to assist in conducting effective and meaningful assessment activities.
Supports committees and task groups in the development and pursuit of program learning outcomes assessment activities, and in using assessment results for improvement. Assists faculty and staff in the development and improvement of program learning outcomes and appropriate assessment activities.
Coordinates the design, development, implementation and maintenance of an institutional data warehouse. Oversees all record keeping and documentation of the college's research and assessment activities.
Conducts ongoing program assessments, to understand programs' strengths and weaknesses and to establish a model of evidence-based program improvement. Works with other educational institutions, as well as local, state and national organizations, on issues related to the assessment of student learning outcomes.
Informs the campus community about important developments in assessment on campus and throughout higher education through a variety of channels, including the College's web site; promote internal and external communication of assessment results.
Develops, prepares, analyzes and presents research and data reports for college decision making in the areas of retention and enrollment.
Coordinates the preparation of reports and executive summaries that articulate, synthesize, and summarize the outcomes of planning processes, research findings, projections and recommendations.
Represents Polk State College on the Division of Florida Colleges' Management Information Systems Advisory Task Force (MISATFOR) and apprise Polk State College stakeholders of activities and potential implications of MISATFOR decisions and actions.
The individual also participates in the activities of various other councils and committees to provide analytic or research findings in the support of decision-making and planning.
Performs other duties as assigned.
This position is a level P21. To determine starting salary, Polk State College takes into consideration the pay level minimum, the candidate's qualifications and internal equity factors.
Required Skills 1. Knowledge and understanding of college organization, strategic plan, goals and objectives, and policies and procedures. 2. Strong knowledge of learning theory and effective practices in teaching, assessment, and educational research. 3. Demonstrated skills in development, implementation and evaluation of postsecondary curriculum, accelerated instructional delivery mechanisms, performance-based instruction, technology-based instructional delivery and other creative approaches to secondary education. 4. Requires ability to work independently on broader assignments with the responsibility for the planning of work. Makes decisions within accepted standards. 5. Work requires analysis of programs, complex problem solving, short and long range planning and coordination of multiple projects and/or functions. 6. Requires the ability to lead and work with a variety of individuals of varying backgrounds, educational attainment and levels of responsibility and the ability to work cooperatively with college personnel. 7. Position requires effective training and facilitation skills. 8. Excellent written and oral communications skills with demonstrated proficiency in oral and written communication. 9. Demonstrated commitment to community involvement. 10. Knowledge of the Higher Education System; knowledge of the Florida education system preferred. 11. Knowledge of principles and practices of instructional and institutional assessment and complex computer data systems. 12. Knowledge of applicable laws, regulations, procedures and processes governing or related to research and computer systems. 13. Ability to work independently on broad general activities with the responsibility for planning and delegation of work. Ability to make major decisions within broad limitations of policies and professional standards with work reviewed through consultation and agreement with others rather than by directives from superiors. 14. Requires decision making at major and complex levels with broad institutional implications. Requires the ability to develop and analyze data and to formulate recommendations that may influence the programs and policies within the college. 15. Knowledge of assessment, research design, statistical methods, data gathering/analysis and interpretation. 16. Proficiency with Microsoft Office software and technology/information systems used for strategic planning, data collection, analyses and reporting. (SAS and/or SPSS or equivalent) 17.Strong analytical and computer skills with the ability to develop, interpret, summarize and present complex data to diverse constituencies. 18. Strong project management skills. 19. Orientation toward deadlines and detail work. 20. Strong oral, visual, and written communication skills.
Required Education: Graduation from an accredited college or university with a Master's degree is required.
Preferred Education: Doctorate degree preferred.
Required Experience A minimum of three (3) years of professional experience in institutional assessment, effectiveness or strategic planning in a higher education setting is required.
