Under the direction of the College President, the Vice President of Technology and Learning Resources provides the vision and leadership for developing and implementing information and learning technology strategies to achieve the college's short and long-term strategic goals and objectives. This position is responsible for learning resources, computer lab and network infrastructure operations, administrative computer systems, library automation, strategic adoption of artificial intelligence, telecommunications and management information services. This position also serves as the Chief Information Officer of the College.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:
MIS/IT/ Networking and Programming/ Telecommunications
Provide direction for management and operation of computing resources, service based systems, local area networks, web internet and intranet, cloud integration, applications software, mainframe connectivity, wireless technology, integration of LAN/WAN systems and major system conversions.
Develop and implement operational and organizational policies for technology use and introduction of new technologies while maintaining data integrity, security, and system operations and disaster recovery readiness.
Provide consultation, research and training leadership in the implementation and use of new instructional, telecommunication and social media technologies.
Classroom and Instructional Technology Support and Training
Oversee group and one-on-one instructional management software training for technology enriched classes such as on-line, hybrid and face-to-face.
In collaboration with faculty, identify opportunities for curriculum innovation and application of technology to improve teaching and learning, as well as academic support for students.
Develop and manage measures for evaluating the success of online teaching for students and faculty.
Library and Support services
Plan and oversee effective integration of appropriate technologies into library, instructional, student support and administrative activities.
Direct planning, implementation, and execution of security policies, activities, and facilities against network, systems, and applications security breaches and vulnerabilities.
Review application design documents and serve as the expert advisor to development team on security techniques, compliance requirements, and industry best practices.
Hire, develop, evaluate, reward and retain a highly qualified team.
Foster a culture of innovation, transparency and accountability.
Administer applicable labor contracts and/or plans fairly and equitably and in accordance with statewide employer policy.
Strategic Planning and Budget
Plan, manage and recommend staff and strategic technology budget strategies to meet all user's technology needs, foster academic innovations and progressive solutions, and ensure compliance with system fiscal accountability
Education: Bachelor's degree in computer science, engineering, MIS or a closely related field.
Type and Length of Experience:
At least five (5) years of successful managerial experience, overseeing complex IT and MIS projects, services and budgets, including administrative computing systems, web, or other enterprise
At least two (2) years of demonstrated experience providing IT support in higher education sufficient to meet the needs of faculty, staff, students and administrators.
Strong knowledge of state-of-the-art computing, telecommunications, web systems and information technology, instructional technology, hardware, software and operating systems, LMS platforms such as Desire2Learn.
Strong interpersonal and communication skills, strategic planning and decision-making.
Collaborative and productive leadership style that demonstrates inclusion in the decision-making processes, staff development opportunities, and equitable treatment of employees.
Demonstrated ability to innovate and improve effectiveness and efficiency of services through development of performance measures, process redesigns, and program evaluations.
Education: Master's Degree in computer science, information technology/management, business administration, or a closely related field
Type and Length of Experience:
Higher education academic experience in face-to-face, online, and blended teaching.
Grant writing skills sufficient to support the needs of the programs and institution.
Knowledge of Minnesota State policies, procedures, and organizational structure.
