This position is seeking a talented developer who has Esri ArcGIS development experience and can fully develop GIS solutions. The developer will be responsible for helping to architect GIS and mapping solutions for the University and creating web applications that uses the data in creative ways.. Developers are also responsible for end to end Esri ArcGIS development, from server configuration, API creation/consumption, testing, and updates to the platform, software, and app. Should be able to communicate clearly with stakeholders, staff, IT colleagues, and others to identify user requirements, assess available technologies, and recommend quality solutions.
Under general direction works closely with users to design, create, develop, enhance and maintain Esri ArcGIS architect and mapping solutions and create web applications that uses data in creative ways. Responsible for end-to-end solutions to ensure user requirements are identified considering customer needs and technology architecture/platform options that effectively and efficiently provide end products/solutions.

Develop customized web applications, web services, mobile, and enterprise solutions to enhance, sustain and support ideas and vision of the area in compliance with established styles and standards.
Develop geo processing and GIS web services that use data in creative ways to advance the functionality of GIS web services and meet the needs of stakeholders across the enterprise.
Develop GIS web editing/mapping applications consistent with user requirements, available technologies, and recommend quality solutions.
Develop and provide support for the University in mapping solution objectives considering alignment across the enterprise and end-user/stakeholder requirements and objectives.
Conduct performance, unit, system, integration, and quality assurance testing of applications to ensure GIS web services meet user requirements and which align to available technology platforms/solutions.
Maintain existing applications/services thorough continual assessment and evaluation of performance, end-user requirements, and system/application functionality.
Upgrade and migrates existing applications/services to current version/systems architecture to ensure performance and functionality meets end-user/stakeholder goals and objectives.
Provide end user support and create support documentation as a means to ensure sustainability and consistency in the support and functionality of web services/applications.
Works closely with other developers and architects to continually advance GIS web services and applications to ensure products and services are meeting customer/stakeholder needs and expectations.
Estimates work effort and proposes development solutions to provide decision-makers with fundamentally sound data/information to assess cost effectiveness in developing and deploying new and/or enhanced web applications and services across the enterprise.
Bachelor’s in geography, GIS, computer science, or related field and a minimum of five (5) years of related programming or application development experience OR, any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
Experience in programming/application development experience (5 years)
Experience with administrating and working with Esri/ArcGIS (3 years)
Experience with industry-standard technologies such as HTML, CSS, XML, XSLT, Git, HTML5, Dojo, Kendo UI, Dijit, etc. (3 years)
Experience working with enterprise GIS databases including SQL, Esri Spatial Database Engine, PL/SQL. (2 years)
Relevant experience with Esri Geoevent Processor Extension for ArcGIS Server, Esri Portal / ArcGIS
Experience with Online/Web App Builder, Esri Technical Certifications Developer/Enterprise.
Experience with Oracle Spatial SDO Geometry
Experience with Esri Roads and Highways, Dynamic segmentation and linear referencing systems/methods, transportation data models
Experience with Esri Geodatabase (SDE) Administration
Experience with Esri Geoevent Processor Extension for ArcGIS Server
Experience with Esri Portal / ArcGIS Online/Web App Builder
Experience with Esri Technical Certifications Developer/Enterprise
Evidence of effective communication skills for engaging with a number of GIS stakeholders; for example multiple facets of facilities management
Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse (75%); required to stand for varying lengths of time and walk moderate distances to perform work (10%)
Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds (15%)
Regular activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts
