Under broad direction, the Programmer Analyst II performs a wide range of complex or specialized professional duties within IT Administrative Services (ITAS). Work is often self-initiated as the incumbent is responsible for providing expert technical support for systems that affect the entire college such as the Banner ERP, G Suite, Banner Workflow, reporting software, and Oracle databases, etc. Is responsible for meeting team and institutional objectives. Identifies and assigns most milestones, tasks and/or responsibilities. Responsibilities may include: developing &/or maintaining computer programs by performing a wide range of complex technical work; analyzing system issues and user requirements and understanding their impact to the enterprise; documenting new and existing technical procedures for business processes; advising on and assigning security, scheduling jobs, writing and implementing scripts, providing training/direction to employees; communicating effectively, both formally and informally.
This position also supports the Operational Data Store and Enterprise Data Warehouse, Argos reporting, Banner Workflow, Automic Job Scheduler, and Xtender across our Student, Finance, Human Resources, and Facilities environments. Project lead for smaller projects. Extensive knowledge of Banner, strong PL/SQL skills, and broad knowledge of 3rd party integrations is preferred.
Duties and Responsibilities:
Software Application Project Management: Act as project team leader working with other analysts on computer system/module. Perform analysis, design, coding, testing. Assign, organize, and review work of team members. Provide progress reports. Assists in research and evaluation of the feasibility, compatibility, and performance of computer hardware and software, systems, network, and other equipment. Establish and maintain constructive and positive working relationships with all academic and staff departments at all campus locations. Establish and maintain constructive and appropriate relationships with all hardware, software, and professional and other network/Internet service providers. Develop and manage appropriate college practices and standards consistent with best practices and procedures in academics, database, enterprise software, Internet, and customer support industries. Remain current with respect to network and Internet technology developments, challenges, and services associated with campus, academic and business applications. Document project progress.
End-User Support and Analysis: Provide college-wide computer applications support and training for enterprise systems: Finance, Financial Aid, Human Resources, Student, Luminis, Desire2Learn, Xtender, AppWorx, Argos, Degree Works, Operational Data Store, Recruiter, WorkFlow, Heartland, Rave, Alertus, Core, and other department specific computer applications. Receive and implement Banner user ID and password requests. Maintain files and records of request for security classifications and ensure requests are valid and approved by the appropriate Data Custodians. Troubleshoot access problems through the Help Desk or direct calls. Document all problems received through the ticket tracking system. Provide support for college-wide projects and formal project management teams with software support and compatibility issues and problems. Implement, support, analyze, debug, maintain, modify, and document computer applications such as Banner security, interfaces, conversions, online/batch updates, downloads/ uploads, reports, queries, custom modifications and screen layout in a networked PC environment. Document problems that are discovered, maintaining end user privacy and system security. Database support and code development and compilation. Develop tools, job aids, and scripts that will be of assistance to end users with these software tools. Write ad hoc or Argos reports. Document and update disaster recovery plans.
Software Application Maintenance: Responds to request for technical assistance. Consults with computer users to clarify requests and problems. Provides technical support to computer users. Writes documentation and provides instruction to computer users in the use of computer hardware, software, and peripheral equipment. Makes recommendations for hardware and software purchases and installation. Consults with and advises computer users on assigned computer applications as well as other college software.
New Software Systems or Release Support: Perform analyses of user requirements relative to software system capabilities in order to meet end user requirements. Document modifications, customizations and maintenance requirements. Design, install, and implement new software or releases according to existing Software Development Lifecycle procedure, beginning in the test environment, ensuring that operating parameters, end user expectations, and change management process are met prior to installation in the production environment. Converts designs and specifications into computer requirements, compiles code into programs, and corrects errors detected in the compile process. Creates test transactions and simulated operational situations; finds errors and processing problems, make corrections and re-test. Tracks code changes in Git or other version control system. Documents tested code and procedures per industry standards. Ensures all legal, policy, and procedural requirements are met to audit standards for security, privacy and all other standards. Document changes, updates or enhancements to software. Participates in all phases of data warehouse implementation. Identifies pertinent issues and prepares comprehensive design specifications for database design, testing, conversion, and implementation. Translates and documents the results of requirements gathering into a standard format to be used to create the appropriate Business Intelligence (BI) solution. Analyzes user data to determine business rules and creates data models. Works with end user to gather reporting requirements. Implements and supports Business Objects and other reporting applications. Develops strategies and updates the data warehouse in response to changes in reporting requirements. Applies industry standards to the technical architecture of a Business Intelligence solution. Troubleshoots data warehouse software. Develops and maintains tools to optimize data quality and access. Collaborates with users and negotiates to identify and develop additional data sources for the data warehouse consistent with business rules and customer needs Other duties as assigned.

Associate’s Degree in relevant field plus five (5) years experience in applications programming or support, or equivalent combination of education and/or experience.
Experience with Oracle database and tools, including SQL and PL/SQL; Experience with control systems; 3 years of programming, database systems, and systems analysis work experience required including demonstrated experience with complex solution delivery; Ability to troubleshoot application-related problems; Possess excellent communication skills, ability to multitask and work in a collaborative team environment with a positive attitude; Commitment to service.
Banner 9x administration; Experience with the following: Linux, data warehouse administration, Banner Extensibility tools, Grails, Banner Workflow, CRM Recruit Workflow, Pagebuilder, G Suite administration, Ellucian Solutions Manager (ESM), Groovy, Grails, SSO protocols (e.g. CAS, SAML2), Automic Applications Manager, Luminis 5x, D2L Brightspace, Degree Works, Apache Tomcat, Git; Strong project management mindset with passion for creating innovative, scalable client-centric solutions.

Additional Salary Information: The salary minimum for this position is $67,576.00 annually. Compensation is commensurate with education and experience.
