GENERAL STATEMENT OF DUTIES:
As the leader of strategic technology-related planning, resources, services, and operations, the Chief Information Officer (CIO), under the supervision of the Chief Financial Officer, fosters the ongoing development of professional technical staff in a team environment to ensure a strategic approach to IT resources for instructional and administrative purposes. The CIO is responsible for overseeing the technology department, budget and expenditures for all areas in IT services while prioritizing and promoting a culture of customer support, teamwork and best practices.
EXAMPLES OF DUTIES:
Setting objectives and strategies for the IT department.
Plan the implementation of new systems and provide guidance to IT professionals and other staff within the organization.
Designing and customizing technological systems and platforms to improve faculty and student experiences.
Analyze the costs, value and risks of information technology to advise management and suggest actions.
Responsibility for the planning and maintenance of campus network infrastructure including:
Supervision of network staff, maintenance schedules, and budget replacement of the wide area, LAN and wireless network equipment.
Appropriate safeguards to comply with FERPA
Responsible for campus security systems
Responsible for campus telecommunications
Responsible for, and has expertise in campus Student Information Systems and Learning Management Systems
Ensure compliance with state reporting requirements.
Evaluation, acquisition and implementation of all technologies to support all academic programs, instructional and administrative.
Evaluation, acquisition and planning for implementation of all campus software or SaaS contracts.
Prepare, evaluate and award bid contract specifications as needed to comply with federal and state procurement programs and in accordance with state statutes.
Supervise repair, maintenance, and disposal of campus hardware.
Prepare and administer annual IT operating budget and annual report.
Address equity issues to ensure equitable distribution of equipment throughout the campus.
Perform other tasks and assume other responsibilities as the CFO or President may assign.
Manages IT staff—responsible for the overall direction, coordination, and evaluation of this department, including those with a personal service contract. Carries out supervisory responsibilities in accordance with the Campus and State policies and applicable employment laws and bargaining agreements. Supervisory responsibilities include: interviewing, recommending for hiring, and training employees; planning, assigning, and directing work; appraising performance; appropriately affirming or correcting employee conduct; addressing complaints and resolving problems.
CONDITIONS OF EMPLOYMENT:
The position will involve occasional evening and week-end responsibilities as well as occasional travel to regional and state locations for meetings. Flexibility to report to campus in case of emergencies affecting the college’s systems is required.
SALARY: Commensurate with education and experience
START DATE: July 2018
Bachelor’s Degree or higher in computer science or related field
Extensive experience with information systems development and implementation
Three (3) or more years of experience with systems and departments in a Higher Education environment including student information systems and software, or network management or administrative systems, and collaborative projects
Experience with managing a multi-faceted department
Experience with employee and user training and development
REQUIRED SKILLS, KNOWLEDGE AND APTITUDES:
Demonstrated ability to lead people and work collaboratively
An ability to identify and plan for strategic department needs and set and achieve short-term and long-term goals
An ability to organize and manage multiple priorities and projects
Excellent interpersonal and communication skills, a strong technical base, and demonstrated management skill
Master’s degree in computer science or related field
Demonstrated commitment to promoting diversity issues and/or global multiculturalism
Knowledge of principles, practices and techniques of supervision
Vision for the future of Information Technology in Higher Education
Experience with contract labor management
