The Education and Workforce Development unit at RTI International has an opening for a Research Systems Programmer/Analyst to provide computing services for collecting, processing, managing and analyzing data for a diverse project base for a variety of education projects. These projects may include national surveys, school and community centered research, program evaluations and analyses. This position requires the ability to work effectively in a team environment and help develop and maintain web based systems and underlying control systems, and act as a programming/technical lead on tasks.
• Learn current systems in place. • Design, expand, or modify systems to serve new purposes or improve work flow. • Test, maintain, and monitor programs and systems, and assist staff and users with troubleshooting problems. • Confer with technical and non-technical staff to develop programs that meet client and user requirements. • Execute project work plans and schedules meeting established deadlines. • Develop, document, and revise requirements, test procedures, and quality standards. • Learn and adhere to programming standards and best practices in conducting project work. • Review and analyze data to identify code errors and make corrections to code. • Implement quality control processes to identify issues and risks, and determine and execute mitigation strategies. • Perform as a programming/technical lead. • Maintain excellent communication and dialogue with Project Director and task leaders.
Bachelor's degree in a computer science related discipline and 6 years of experience. Equivalent experience equals a Master's degree and 3 years of experience.
5 years of experience in SQL, ASP.NET (MVC 5 or Core MVC 6), and C#.
Ability to work independently and with teams, and to establish and maintain good working relationships with supervisors, coworkers, and clients.
Willing to complete moderate security requirement process for the Department of Education, Position of Trust.

Some experience in other technologies such as Open Source, WPF, Tableau, and SAS is helpful.
Demonstrated understanding of relational database systems and object oriented programming techniques.
